To our knowledge this is not on any Web Page except this one. Originally leaked to Tim Cooper and sent by Bob Wood, thanks to both.Networks and politicians are hyping the terrorist threat. Think about what an all out nuclear war would of done, estimated 20 to 50 million U.S. dead in the initial phase. Thanks to President John F. Kennedy and one Soviet Sub Commander that never happened. Terrorism didn't bring down France (i.e., Paris attacks) or Israel and it certainly won't bring down the US or the world.
See links below for the document pages. In 2000 Washington DC OSI sources according to Rick Doty verified this document as real, but is a retype of the original, see 2nd below, Document#5. Why a retype? All MJTWELVE documents were rigidly controlled.
If you removed the document they'd know about it. If you copied the document they would have records. So, the safest way was to retype it.
A couple mentions of what is in the document. As mentioned before: Estimated Americans killed during a Soviet attack 20-50 million during the initial phase, but of course a US counter attack would of killed 100 million Soviets.
They were worried that UFOs might set off a nuclear war.
On page 4, see where it says power plant studies being conducted at Los Alamos (LANL). LANL is still working on the problem as of 2004 producing plenty of prototypes according to sources detailed in 'Exempt from Disclosure'...Here but nothing ever worked right and why we still fly rockets.JFK (and we believe RFK) were briefed on MJ12 by then CIA Director Allen Dulles on more than one occasion according to contacts and documents. MJ12 wanted JFK 'wet' meaning assassinated and assume that they wanted RFK the same way or, 'wet.'

source document could be found to authenticate this document.
Document#4 - Edward Teller Pitch to President Reagan for SDI. This document
was retyped in 1988. This contents of this document was extracted from a
briefing papery prepared by Dr. Teller for President Reagan in October 1983.

authentic based on a source document contained in a government file. This
document was retyped from its original.
